Information on UINL conference

The Conference on Notariat and the Meeting of the Commission of European Affairs (CAE)  of the International Union of the Notaries (UINL) was held in Banja Luka from 11 to 12 April. This eminent meeting was organized by the International Union of the Notaries and hosted by the Notary Chamber of the Republic of Srpska and the Notary Chamber of the Federation of BiH.

Notary chambers of 86 countries from the whole world are members of the International Union of the Notaries. The UINL is organized in commissions which are broken down into continental  commissions (African, American, Asian and European Affairs Commission). European Affairs Commission (CAE) of the UINL is an expert body gathering representatives of 39 European countries. Among other things, the task of the European Affairs Commission is to contribute to legislative harmonization on the European continent, provide communication and information flow between the member notariats and study issues of particular importance for the notarial profession.

The Conference and the CAE meeting gathered the following participants: President of the UINL Daniel Sedar Senghor, President of the CAE Pierre Becque, and all the vice-presidents and members of CAE, Stéphane Zecevic President of Civil Law/Common Law Task Force, and in charge of the establishment of notariat in Serbia, Michel Merloti  President of the International Notarial Cooperation Commission, along with CAE Vice-presidents  Jörg Buchholz, Ernesto Tarragon Albella from Spain, Marianna Papakyriakou from Greece and Franco Salerno Cardillo from Italy. The Notary Chamber of the Republic of Srpska and the Notary Chamber of the Federation of Bosnia and Herzegovina is represented in the CAE by  Biljana Marić, a notary from Banja Luka. In total, there was  40 CAE members from 26 European countries.

Participants at the Conference were Stjepan Šaškor, a notary from Croatia, and a member of the General Council of the UINL, Branislav Vukičević, President of the Notary Chamber of Montenegro, and a representative of the Ministry of Justice of Montenegro, Nikola Selaković, Minister of Justice and Public Administration of Serbia, Biljana Pavlović Director of the Directorate for the Management of Seized and Confiscated Assets, Stević Branislav Head of the Judicial Professions Sector and other associates of the Ministry of Justice and Public Administration of Serbia.

President of the International Union of the Notaries, Daniel Sedar Senghor gave his address, as well as Pierre Becque, President of the CAE, Gorana Zlatković, the RS Minister of Justice, Halilović Hidajet, Deputy Minister of Justice of FBiH, Irena Mojović, President of the Notary Chamber of the Republic of Srpska, Merdžana Škaljić, President of the Notary Chamber of  FBiH, Srđan Radulj, Deputy Minister of Justice of BiH, and Nikola Selaković, Minister of Justice and Public Administration of Serbia.

There was 117 participants at the Conference on the role of the notaries in the legal systems in Bosnia and Herzegovina, out of which 39 notaries from the Republic of Srpska, 18 notaries from the Federation of Bosnia and Herzegovina and 1 notary from Brčko District.

Two lectures were delivered at the Conference on the role of the notaries in the legal systems in Bosnia and Herzegovina, one by Pierre Becque – on importance and development of notariat in both entities in Bosnia and Herzegovina and the other by  Rankice Benc (a notary from Croatia) on more efficient resolution of inheritance proceedings by transfer of powers from court to notaries.

After the Conference the CAE meeting  was held at which the representatives of the European notary chambers exposed crucial issues of notarial profession. At this meeting issues involving territorial, subject-matter and local jurisdiction of the notaries were elaborated, in particular the notary’s jurisdiction in inheritance proceedings, termination of office due to mandatory retirement age, number of the notaries related to the number of inhabitants, linking the notaries with the public registers and methods in which these and other issued important for the development of notariat are resolved.

Holding this meeting in Banja Luka is a great recognition to notariats in Bosnia and Herzegovina (the Republic of Srpska and the Federation of Bosnia and Herzegovina), which hosted the meeting together. This significant event was an opportunity for quality promotion and support to the development of notarial service, in the interests of strengthening of legal certainty especially in the area of ​​inheritance, family, commercial law and legal transactions involving real estate in Bosnia and Herzegovina.

Additional recognition of the importance of this gathering was the meeting with President Milorad Dodik who was presented with the emblem of the International Union of the Notaries as a sign of recognition for his support to the institute of notariat in Republika Srpska. Handing over the emblem, the President of the UINL said that legal certainty in the Republic of Srpska, and in the Federation of BiH is important for legal certainty in European and the whole world. President Dodik from his side presented the emblem of the Republic of Srpska to the President of of UINL as symbol of gratitude for his support to notariat of the Republic of Srpska.

President of the Notary Chamber of the Republic of Srpska presented the President Dodik with a plaque with silver logo of the Notary Chamber of the Republic of Srpska and president of the Notary Chamber of FBiH presented him with a plaque with silver logo of the Notary Chamber of the Federation of Bosnia and Herzegovina. In this occasion they emphasized how appreciated support of President Dodik would be in process of entrusting the notaries with carrying out the inheritance proceedings.  

The Notary Chamber of the Republic of Srpska and the Notary Chamber of the Federation of Bosnia and Herzegovina enabled their guests to become more familiar with culture and natural beauty of Banja Luka.

Selection of 2013  top entrepreneurs of Republic of Srpska 
President of the Notary Chamber attended the manifestation of the selection of 2013 top entrepreneurs of the Republic of Srpska organized by the Chamber of Commerce and Industry of Republic of Srpska on 28 March.

Audience with the Minister of Justice of Republika Srpska  


On 28 March 2014 the RS Minister of Justice  Gorana Zlatković gave the audience to the President of Association of Jurists of the Republic of Srpska, Academician Rajko Kuzmanović as a head of delegation including also the Association’s Vice-President Irena Mojović, and Secretary General  Prof. PhD Mile Dmičić in order to discuss necessary preparations  for the next October Jurists Days generously supported by the RS Ministry of Justice on behalf of the Government of the Republic of Srpska. In organization of this event  participate Bar Association, the Notary Chamber, Center for Education of Judges and Prosecutors, Faculty of Law of Banja Luka and Istočno Sarajevo, Banja Luka Town and the Chamber of Commerce and Industry.




Forthcoming Conference on notariat and  a Meeting of the European Affairs Commission organized by the International Union of the Notaries  was also discussed. This meeting will take place in Banja Luka from 11 to 12 April 2014 with participation of the representatives of the notary chambers of 37 European countries and will be attended by high officials and hosted by the Notary Chamber of the Republic of Srpska and the Notary Chamber of the Federation of Bosnia and Herzegovina.




Meeting of the representatives of the HJPC BiH Project on Increasing the Efficiency of the Judiciary   and entity notary chambers
(Sarajevo, 17 January 2014)


On the initiative of the representatives of the Project on Increasing the Efficiency of Judiciary implemented by the High Judicial and Prosecutorial Council of Bosnia and Herzegovina  (hereinafter referred to as: HJCP BiH), on the premises of the Notary Chamber  of the Federation of Bosnia and Herzegovina in Sarajevo yesterday was held a meeting with the representatives of the Notary Chamber of the Federation of Bosnia and Herzegovina and the Notary Chamber of the Republic of Srpska.

Several issues were discussed including the possible implementation of the Project of Structured Dialogue on Justice between the European and Bosnia and Herzegovina related to the court backlog cases, that is, relief of the courts in BiH. HJPC BiH launched an initiative toward the entity notary chambers aimed at exploring the possibilities of transfer of some powers from the court to the notaries in BiH.

 

Many issues falling the realm of the notary profession in BiH were raised during the meeting.  This will be the basis for the next steps toward the successful implementation of the recommendations. Representatives of the entity notary chambers welcomed the initiative of the HJPC BiH and expressed their readiness and availability to the future co-operation aimed at increased efficiency of the judicial system of Bosnia and Herzegovina.

 

HJPC BiH will keep taking necessary activities in order to respond in the best, most professional and most skillful way to its tasks and duties within the Structured dialogue on Justice between the European Union and BiH.

Bill of Law on Amendments to the Law on Notaries adopted  

18.12.2013 .

Government of the Republic of Srpska  at its  41th session held on 18.12.2013 adopted final wording of the Bill of Law on Amendments to the Law on Notaries, which is intended to remove some unclarities found in provisions of the applicable Law and some doubts related to interpretation and practical implementation of some provisions of this Law.

Bill of Law on Amendments to the Law on Notaries is prepared to enhance the achievement of a higher level of efficiency  in functioning of notariat as a public service and strengthening its role within the legal system of the Republic of Srpska.

A need emerged for the adoption of amendments related to disciplinary  offences and sanctions for certain actions of the notaries in carrying out their functions that could lead to disciplinary liability and termination of office.

The applicable Law did not foresee the possibility of imposition of the most severe disciplinary sanction of revocation of the right to perform notary service to a notary following  the conducted disciplinary proceedings for the establishment of their liability – which this Bill of Law foresees.

Provisions of the current Law defining the actions of the RS Ministry of Justice as a body in charge related to notary archive in case of termination of work of a notary are unclear and unsuitable for implementation. Similarly, the procedure for handing out and taking over the archive is not sufficiently regulated, so it was necessary to govern this issue in a completely new manner.

This Bill of Law  sets also the procedure of handling the notary archive in case of death of a notary and defined rules for handling the archive also apply in case of temporary suspension of a notary from work  and in implementation of disciplinary sanction of temporary revocation of the right to perform notary service.

The new Proposal also addresses certain dilemmas regarding practical implementation of the Law since its current version did not foresee the procedure of enforcing disciplinary sanctions as the new Bill does.

Meeting of the European Affairs Commission (CAE) of the International Union of the Notaries

Meeting of the European Affairs Commission (CAE) took place in Barcelona on 22 and 23 November 2013. Meeting was co-chaired by previous President Mr. Mario Miccoli (Italy)  and newly appointed President of CAE Mr. Pierre Becque (France).


Following the welcoming address given by the President of Spanish and Catalan chambers, and representatives of the Ministry of Justice and information on activities of the CAE since the previous meeting held in Vilnius, work of the Commission continued in working groups:

1.      Certification, legalization, authentication,

2.      Continental law / Common Law

3.      Notary’s duty to advise

4.      Evolution of the family and impact of that process to notary law.

In plenary part of the meeting representatives of the countries  were informed on legislative news (see Information on the Republic of Srpska and the Federation of Bosnia and Herzegovina

During the second day of the meeting participants had the opportunity to hear the address  of the previous President of  UINL, Mr. Jean-Paul Pol Decorps, and President of the Commission of the International Co-operation of Notaries  (CCNI) Mr. Merlotti.

Discussed issues also include organizational aspects of the work of the Commission and possibility of reducing expenses.  

On behalf of the notary chambers of Bosnia and Herzegovina, President of the Notary Chamber of the Republic of Srpska invited the participants to attend the next meeting of the Commission agreed to be held on 11 and 12 April 2014 in Banja Luka, Bosnia and Herzegovina.

Representatives of the Notary Chamber of the Republic of Srpska used this opportunity to visit premises of the Notary Chamber of Catalonia and their notary archive.

EXPERT MEETING  – 14.11.2013 – Role and perspective of notary service in BiH

Expert meeting on the role and perspective of notary service in BiH was held on 14.11.2013 in Sarajevo.  Organizers of the conference were Public Law Centre in co-operation with the Notary Chamber of the Republic of Srpska and the Notary Chamber of the Federation of Bosnia and Herzegovina.

Information – Consultations aimed at preparation of Action plan for the implementation of the revised Justice sector reform in BiH

On 10.10.2013 the Ministry of Justice  of Bosnia and Herzegovina – Sector for strategic planning, aid coordination and European integrations organized the first round of consultations in the framework of  preparation of Action plan for the implementation of the revised Justice sector reform in BiH in Zenica  for the period 2014-2018 in the framework of the Strategic Pillar 4 “Support to economic growth”. In addition to the members of Functional Working group, the meeting was attended by the representative of the Notary Chamber of FBiH, representatives of DEI BiH, the RS Ministry of Justice, RUGIP RS, representatives of LINUX LINX and the Notary Chamber of the Republic of Srpska  (Biljana Marić and Sanda Josić). 

Discussed was draft Action plan for implementation of Justice Sector Reform Strategy (JSRS), which is a result of bilateral consultations of focus groups, in line with conclusions of the consultations held in Zenica from 07 to 11.10.2013  according to which suggested activities should be redefined so to comprise more institutions and to serve as guidelines for incorporation of more detailed activities into operative plans of particular institutions.

Participants were invited  to give their comments, suggestions and proposals to the plans and activities including also deadlines and responsible institutions  and to forward report and minutes to the Steering Committee and president of the Notary Chamber.

Report of General Council of the International Union of Notaries and XXVII International Congress of Notaries held in Lima, Peru

President of the Notary Chamber of the Republic of Srpska, Irena Mojović attended General Meeting of Member Notariats of the International Union of Notaries (U.I.N.L) and General Council held from 05 to 10 October 2013  in Lima, Peru. On the same occasion meetings of Steering Board and other commissions of the  U.I.N.L. were also held.

General meeting of member notariats elected a new president of the International Union of Notaries, and presidents of other bodies and commissions for 2014-2016 legislature. (List of elected presidents of other bodies and commissions of the International Union of Notaries). 

Out of three candidates for a president including Houcine Sefrioui, a notary from Morocco,  Alfonso Zermeńo Infante, a Notary from Mexico and Daniel-Sedar Senghor, a notary from Senegal, Dr Daniel-Sedar Senghor was elected to serve as a President of the International Union of Notaries.

Newly elected President will take over his duty in January 2014.

President of the Notary Chamber of the Republic of Srpska with newly elected President of  U.I.N.L.

President of the Notary Chamber of the Republic of Srpska, Irena Mojović was elected for a member of the General Council of the International Union of Notaries for  2014-2016 legislature.

General Assembly of member notariats of the  International Union of Notaries also decided to accept new member notariats of Montenegro, Vietnam, Ukraine and Kosovo. Presidents of newly accepted notariats gave their oath on this occasion.

General Assembly of member notariats adopted Annual nad Financial reports and the budget for the next period. It was also decided for 28th International Congress of Notaries to be held in 2016 in France.

From 10 to 12 October 2013 XXVII International Congress of Notaries was held with participation of more than a thousand notaries from the whole world. Venue of the Congress was “Westin Hotel” in Lima, Peru.

*First topic of the Congress was “Impact of notariat to family law and inheritance law in light of new social relations”.

* Second topic of the Congress was “Security of real estate market and regulatory instruments”.

TENTH CONSULTING CONFERENCE “OCTOBER LEGAL DAYS” 2013

“October Legal Days” were held in Banja Luka on  4 and 5 October 2013 under the auspices of the Government of the Republic of Srpska, in organization of the Association of Lawyers of the Republic of Srpska, and co-organizers are the Notary Chamber of the Republic of Srpska, the RS Lawyers Chamber, the Faculty of Law of Banja Luka and  the Faculty of Law of Istočno Sarajevo, a generalni pokrovitelj je Vlada Republike Srpske. 

On this occasion the Notary Chamber of the Republic of Srpska was awarded with a Special Merit Charter for its extraordinary contribution to development of the Association of Lawyers of the Republic of Srpska.

EXPERT DISCUSSION ON „THE AMENDMENTS TO THE LAW ON NOTARIES”

On 30.09.2013 Committee on Political System, Judiciary and Administration of the National Assembly of the Republic of Srpska organized an expert discussion on draft Law on Amendments to the Law on Notaries suggested by the Government of the Republic of Srpska, that is, the RS Ministry of Justice  of the Republic of Srpska.

Representatives of the bodies that suggested amendments were invited to this expert discussion including the ministries of the Government of the Republic of Srpska, the RS Ministry of Justice, the Republic Secretariat for Legislation, representatives of the Cabinet of the President of the Republic of Srpska, representatives of the National Assembly, members of the Committee on Political System, Judiciary and Administration and Legislative Committee, representatives of parliamentary clubs and groups, representatives of expert organizations, and, first of all, representatives of the Notary Chamber and Lawyers Chamber, Association of Lawyers of the Republic of Srpska, Supreme Court of the Republic of Srpska, Archive of the Republic of Srpska, in addition to representatives of Trade Chamber of the Republic of Srpska and academic community, Hight Judicial and Prosecutorial Council of BiH, representatives of regional and basic courts, NGOs, Transparency International and Civil Initiatives Center.

Aim of this expert meeting was to inform the delegates of the National Assembly on suggestions and observations of the representatives of relevant experts in order to facilitate the adoption of the Bill of Law and rise its quality as much as possible.

Meeting of representatives of the Notary Chamber or the Republic of Srpska and representatives of the RS Ministry of Justice


President of the Notary Chamber  Irena Mojović, president of Steering Committee of the RS Notary Chamber Momir Čikić and the member of Steering Committee of the RS Notary Chamber Slada Ivelić met the Deputy Minister in charge of notariat Dragan Spasojević and Minister’s Advisor Nikola Kovačević on the premises of the Ministry   in order to discuss Ordinance on notarial fees, amendments to the Law on non-contentious proceedings on jurisdiction of notaries in probate proceedings and regarding the upcoming amendments to the Law on notaries.

Organized by the RS Ministry of Justice of Bosnia and Herzegovina,  Sector for strategic planning, aid coordination and European integrations, meeting of the functional Working group 4– Support to economic growth, was held in Sarajevo. Meeting was attended in capacity of observers by the following: President of the Notary Chamber of  FBiH, representatives of DEI BiH,  the Ministry of Justice of BiH, CEST FBiH, representatives of the Notary Chamber of the RS (Sanda Josić and Biljana Marić), and Selma Osmanagić Agović, representatives of Consulting Company Lucid Linx, which gives support in implementation of the Project of Strategy of Justice Sector Reform in BiH in period 2014 – 2018.

Participants were invited to comment on new SJSR in  BiH for period 2014 -2018 in order to facilitate preparation of the Action plan for implementation of this Strategy before the envisaged new circle of focus groups meetings as planned for the beginning of October in Zenica.

By the way, SJSR in BiH for period 2008 – 2012 was adopted in 2008 as a comprehensive document setting out the directions of justice sector reform in Bosnia and Herzegovina.

Irena Mojović, president of the Notary Chamber attended meetings of the National Assembly of the Republic of Srpska’s working bodies including European Integration and Regional Co-operation Committee and Legislative Committee where suggestions of laws due to adoption at its 29th regular session were discussed. The President presented the Notary Chamber’s opinion of the Republic of Srpska on the following laws:

Draft Law on Registration of Business Entities in the Republic of Srpska;
Draft Law on Amendments to the Law on Electronic Signature of the Republic of Srpska 
Draft Law on Amendments to the Law on Law on Court Fees;    
Draft Law on Amendments to the Law on Privatization of Business Buildings, Business Premises and Garages;
Draft Law on Amendments to the Law on Companies;
Draft Law on Amendments to the Criminal Code of the Republic of Srpska.

Draft Law on Amendments to the Law on Notaries

Agenda of the 28th regular session of the National Assembly of the Republic of Srpska under its Item no. 20 foresees discussion of Draft Law on Amendments to the Law on Notaries.

Notary Chamber of the Republic of Srpska has submitted its suggestions for the amendments to the Draft proposed by the Ministry of Justice of the Republic of Srpska to be discussed prior to sending the mentioned Draft Law for adoption.

Pursuant to Article 70 paragraph 1 Item 2 of the Constitution of the Republic of Srpska, Article 204 paragraph 2 of the Rules of Procedure of the National Assembly of the Republic of Srpska (“Official Gazette of the Republic of Srpska” no. 31/11), following the analysis of the Draft Law on Amendments to the Law on Notaries, the National Assembly of the Republic of Srpska at its 28th session held on 03 July 2013 has adopted the following

C O N C L U S I O N

1. The National Assembly of the Republic of Srpska has decided to make the Draft Law on Amendments to the Law on Notaries available to expert discussion.

2. Draft Law will be posted at the web-site of the National Assembly of the Republic of Srpska   www.narodnaskupstinars.net;

3. Expert discussion shall be conducted within 90 days;  

4. Committee on Political System, Judiciary and Administration  is given the task to organize and conduct such expert discussion and report to the National Assembly on its results including the expressed opinions and suggestions;

5. This Conclusion   enters into force on the date of its adoption and will be published in the “Official Gazette of the Republic of Srpska” and posted on the web-site of the National Assembly of the Republic of Srpska.

7th European Legal and Policy Forum held in Belgrade

President of the Notary Chamber of the Republic of Srpska took part at the 7th European Legal and Policy Forum held in Belgrade under the title “Preparation of Serbian judiciary for new challenges – to ensure successful implementation of the Strategy of Judicial System Reform   in Serbia”. 

Forum was held on Friday, 21 June 2013 in Belgrade, Serbia in organization of the Ministry of Justice of the Republic of Serbia and German organization GIZ Legal Reform Project in Serbia.

15 years of notaries in the Republic of Macedonia

On 14 June 2013 the Notary Chamber of the Republic of Macedonia organized a meeting in Skopje in order to mark 15 years of the existence and functioning of notaries in the Republic of Macedonia. President of the Notary Chamber of the Republic of Srpska and many representatives of notary chambers from the region participated at this meeting.

President of the RS Notary Chamber met representatives of the RS the Ministry of Justice








Minister of Justice in the Government of the Republic of Srpska Gorana Zlatković and her associates had a meeting with the President of the Notary Chamber of the Republic of Srpska Irena Mojović on 11.06.2013 on the premises of the Ministry.

Activities taken by the Ministry of Justice in the framework of the Action Plan for implementation of reform of business activities registration in the Republic of Srpska and the role of notaries as public service holders in this process were discussed at this meeting.  

The Ministry of Justice also informed the Notary Chamber President that the Ministry prepared a Draft Law on Amendments to the Law on Notaries an accordance with the Program of the Activities of the Republic of Srpska’s Government. This Draft will be discussed in the National Assembly of the Republic of Srpska from the beginning of June.

Marked fifth anniversary of the work of notaries in the Republic of Srpska

The Notary Chamber of the Republic of Srpska marked the fifth anniversary of the work of notaries in the Republic of Srpska.  It took place in Banja Luka on 24.05.2013 in presence of Prof.Dr Vitomir Popović, Dean and Prof.Dr Valerija Šaula, Vice-Dean of the Faculty of Law of the University of Banja Luka, Bogdan Gajić, President of Higher Court of Commerce,  Lejla Kosić, President of Regional Court of Commerce in Banja Luka, Zec Slobodan, Assistant Minister of Justice of RS, and Prof.Dr Nikola Mojović President of the first  Commission of  Notaries Public.

Regular session of the Assembly of the RS Notary Chamber  took place















9th regular session of the RS Notary Chamber’s Assembly was held on 24.05.2013 in Banja Luka on the premises of the Academy of Sciences and Arts of the Republic of Srpska starting at 16:20.

Agenda of this meeting had 7 items including the adoption of the Annual Report on the activities of the President and other  bodies of the Notary Chamber of the Republic of Srpska, 2012 Finance report and Work Program for 2013.

President of the Notary Chamber Irena Mojović informed the Assembly members on current situation in the field of civil law notaries in the Republic of Srpska pointing out the dignity of notary profession.

She further mentioned that plans for 2013 include undertaking and realizing the following activities:

- pursuant to the Law on Notaries and the Notary Chamber Statute, the Notary Chamber will promulgate general regulations obliging the notaries as necessary.

- aimed at notary service promotion in the interest of an increased efficiency of probate proceedings the Notary Chamber will continue discussions with the Ministry of Justice on drafting amendments to the Law on Inheritance and Law on Non-Contentious Proceedings.

- based on scrutiny results the Notary Chamber will take appropriate measures for professional training of notaries,

- the Notary Chamber will organize professional training of notaries, in particular about the implementation of the Rulebook  on Work and Guidelines on Implementation of Probate Proceedings, Law on Companies, Law on Property Rights, Law on Enforcement Proceedings,   Law on Cadastre, Law on Contracts and Torts etc.  

- the Notary Chamber will take part in drafting amendments or notary profession related legislation (amendments to the Law on Business Entities Registration etc.)

- the Notary Chamber will suggest corrections of the Decision on Determination of Number of Notaries and Their Official Seats to the RS Ministry of Justice  

- the Notary Chamber will continue co-operation with the notary chambers from the region and the International Union of Notaries – UINL, particularly in order to adopt good practice of other notary systems

- the Notary Chamber will continue with the activities within the Work group for  drafting the amendments to the Law on Notaries in accordance with conclusions adopted by the RS Notary Chamber’s Assembly with regard to introduction of territorial jurisdiction and retirement age for notaries.

                - the Notary Chamber will take measures and activities for the issue of the first the Notary Chamber Bulletin and nominate legally required bodies and persons, to make its catalogization,   establish contacts with the relevant administrative bodies with regard to its tax exemption, organize contacts with authors and collection of their papers related to notary profession. This Bulletin should have an electronic version, or at least a summary.



10-15 May – International Union of Notaries – UINL

In the period from 10 to 15 May 2013 General Council of the International Union of Notaries met in St. Petersbourg.
President of Notary Chamber Irena Mojović attended this meeting.

UINL-Plenary session European Affairs Commission (CAE), Vilnius

Meeting of European Affairs Commission (CAE) of the International Union of Notaries took place in Vilnius, Lithuania in the period from 1 to 05 May 2013.
President of Notary Chamber Irena Mojović attended this meeting as well as a CAE member delegated by the RS and FBiH notary chambers, Biljana Marić.  
At this meeting it was decided that the next meeting of CAE be held in April 2014 in Banja Luka jointly organized by the RS Notary Chamber and FBiH Notary Chamber.
